Outlook Express/Internet Problem

This might belong in the Networking section, I'm not sure, forgive me if it does. A friend of mine asked me to come over to his house today becaue he could not connect to the internet. He has dial-up on a Sony Vaio that was recently effected by a lightening strike that burnt his old modem, but he has replaced it since then(Just the modem, nothing else). The Internet was connecting, but he couldn't browse with Internet explorer or connect to his Email(which is in Outlook express). I installed Firefox, which wouldn't allow him to browse either, I then disabled his ZoneAlarm firewall and firefox would work but nothing else. Then, in Internet explorer he had "Use a proxy server for this connection" checked, I unchecked it and Intenet explorer would then work. But if I restarted the computer it would be checked again and wouldnt work. I couldnt fix his outlook express, it said something to the effect that it couldnt connect to the server and 2 error codes. This error comes up when he starts Outlook Express.
