Outlook express always opens small window using Win2K only

I have Win2K running in 2 PCs, this one dual boots Win2K and Win98SE. Whenever I'm using Win2K and opening new mail or sending mail (either PC), a small window always opens and I then have to expand it manually.....EVERYTIME. This never happens with Win98 or Win95 as once you expand a smaller window, the setting size preferences are then apparently set. I don't see any options to control that either. Has anyone here experienced this and hopefully know a simple "cure"? It's very annoying IMHO.
