Outlook custom form use and limits

OK,
so my boss has tasked me with creating basically a customer service form that can be accessed via a button in the signature of our emails to customers.
so the basic information is i and all of our reps for the most part are using out 2007 or better. for the form creation i am using outlook 2010. my boss got the idea because an area manager in another area had a button on his email but it was linked to the customer support page on his area's website.

I am not worried about getting a form up an running, i can figure that out pretty easily what my concern is, is it even possible to have a form basically embedded in our emails so if a customer clicks on it a form for them will pop up for them to fill out. i can go down the route of just creating an HTML file and sending it over to our web master to integrate into website. but i would rather not go down this route as my HTML knowledge has dwindled sense the last time i played around with website creating and general HTML use was about 4 years ago.
so what information i am looking to get out of this post is:
1. is it possible to use an outlook form in an email for non internal use,

2. if not is there a sort of program i can use to accomplish this through my searching i came across Microsoft info path but i could not get a clear description of what it was and if it is necessary to what i am trying to accomplish

3. if it is possible what are the drawbacks, can a non outlook user still view/use the form for example a customer going through his/her email on their Phone or Email portals though web browser.

4.Delivery method, is there a way to have this file hidden in our email or would our only option be to have only outlook using customers download the form.

please shed some light on the for me or direct me in the correct direction.

In order to send someone an outlook form (oft file) or infopath form you would have to send it as an attachment. Due to Outlook security settings its likely it would be blocked anyway. In addition to view these forms the person would need Outlook or infopath. These tools cannot be used on a phone or via the web.
You also cannot put a button on an html email to popup the attachment automatically. They would have to run it themselves. Your best solution is the one the manager is using. Have a button link to your website form.
