outlook 2003 mail notification

when I receive mail using outlook 2003 and my rules filter moves the email to a folder, outlook does not give me a mail notification. I don't get the letter in the sys tray and I don't get the 5-30 sec notifier in the bottom right corner. The way outlook works is that you only get notified if the email goes to your inbox.

Is there a way around this? is there a way for the mail notifier to stay up permanently?

I have rules set up as well so no mail item actually stays in my inbox. Is it set up properly in tools -> options- > email options ->advanced options
if it is, then can you check send a message to yourself (one that is unafffected by your rules) and see if you get the popup
 
You need to edit your rules so that it moves the message, plays a sound and displays a desktop alert. There all in the same window just need to scroll down.
