Outlook 07 - Not receiving certain emails...because of server rules?

I have two client rules set up in my mail server thru my ISP's webmail.

1) If email is from 'a', move email to folder 'a'
2) If email is from 'b', move email to folder 'b'

Now everything works fine and dandy in my webmail, but in Outlook I'm not receiving any emails from 'a' or 'b' at all. Not in my inbox, not in my folders (same name), not anywhere.

Why is this?

Do I have to take the client rules off the ISP's webmail and only implement them in Outlook?

No, but you do have to tell Outlook exactly where to look for mail. IOW, folder a and b must be specified as separate accounts to check.
