Outage question

Very early this morning (single digits, before 5AM) I stopped being able to load the forums, even though I could reach them on a traceroute. When I woke up and checked around 2PM, I was still unable to load the forums. This was from my AT&T Broadband/Mediaone cable account. From work, I could reach them fine (or as fine as they ever are).
 
I'm seeing it to, any subsriber link is working, but any forums.anandtech link is not. I can resolve forums.anandtech.com, so it's not DNS. Attempting to telnet to port 80 gives 'no connection could be made because the target machine actively refused it'

actually "regular" forums is denying access. Seems to be some kind of permission thing, not outage.
if you type in forums3.anandtech.com, it goes
 
I got "Connection refused" both yesterday and today, the problems were longer yesterday(2-3 hours) than today(<1 hour).
 
Note at midnight EST there is an outage for maybe 1 minute per server, this happens at different times just after midnight for each box so there is never a complete outage for any serivce. Other than our 24/7 monitoring tools indicate no outage at all.

Obviously your monitoring systems aren't working, if this many people are seeing an outage, and we're getting the server actively refusing connections.

By the way, where exactly WOULD one send an email about an outage while it's happening? There's no contact information anywhere other than the mods' address.
 
Lord, actually no they aren't. Think about it. Network outages can happen beyond the AT network that could cause half the country not to access it. The monitors are not wrong, but they only monitor the machines on the LOCAL AREA NETWORK, not from outside the WAN. I know the NOC has been doing an upgrade or two on their routers this week that could have been it. You can e-mail support@anandtech.com, but dont expect to get an answer at 3am 🙂.

Also, some people on the regular forums server might be getting dropped and having threads not load. When its busy and peak bandwidth is reached that is how they will work. We can't stop that, that's how bandwidth capping works. To get around it subscribe 🙂.
