Out of Range Message When Booting Windows 7

I have a new Dell Zino HD PC which I just received, it has Windows 7 Professional installed. There is a certain monitor which, when I boot-up to it, I get an "Out of Range" error message, it is a monitor-generated message (as opposed to Windows, or the BIOS etc).

The monitor is a 19" Advueu PV-1710 LCD, I think it's a 2005-era model (I bought it for $50 second-hand at a PC store yesterday). The thing is, my older Pentium 4 PC booted to it just fine, also, the new Dell booted to an equally old 15" HP LCD monitor just fine, and even booted to my old CRT NEC AccuSync 95F just fine. It also will work fine on the Advueu if I boot in safe mode, but when booting the Dell to the Advueu in "normal" mode, it absolutely insists on "out of range."

What's going on here?

It's possible that the EDID from that monitor is wrong or corrupted, thus it is recommending a resolution and refresh rate to windows, that the monitor's own circuitry cannot handle.

Isn't there a way to change the resolution or refresh rate in safe mode, and then boot into normal mode using those settings? That used to be possible under XP, at least.
