It's a block of soft foam, not a board. They put them around the inside of the track to make it obvious if someone drops below the sprinter's lane (the wide blue line at the bottom of the track).

Nah, it's pretty hard to come up with a bike worth more than $10k or so. The most expensive bits of the bikes in those photos are probably the wheels. A solid rear disc like the white one in the photos can run upwards of $1,000.
