Idunno but everytime I startup it displays some sort of message:

cannot upgrade system file %1 to %2
%1:%2
Windows may experience errors on startup. If you continue to experience any more problems please run setup again.
Press any key to continue.

And after I press anykey it starts up just fine.
But the bad thing is that my dad is threatening me to take away my cable internet if he sees that again.

Just put in your windows cd and reinstall the operating system. It should fix any problems. Dont worry, it wont mess up any programs or data you have on it. It will just make a clean copy of the system files. OR, if you are running win98 or win ME, go to start, then RUN, and type msconfig. This will bring up an option where you can do a selective startup to disable something that starts when Windows starts up. This might help you narrow down what might be giving you that error.
