LOS ANGELES -- Companies that open large home-improvement stores in Los Angeles would have to set aside space for day laborers under an ordinance unanimously approved today by a City Council committee.
The proposed ordinance was passed by the Planning and Land Use Management Committee, but must still be approved by the full council.

If passed, the ordinance would require new home improvement stores that are 100,000 square feet or larger, or any building or structure where 250,000 square feet or more of warehouse floor area is added, to set aside space for day laborers seeking employment from customers.

The shelters would have to be easily accessible and equipped with drinking water, bathrooms, tables with seating and trash facilities.

Home-improvement stores would also be required to develop a security plan in consultation with the Los Angeles Police Department.

Bethany Leal with the Multi-Ethnic Immigrant Worker Organizing Network, which supports the ordinance, called it an example of "immigration integration."

"By having public and private entities work together to create facilities used primarily by immigrants, individual residents, as well as the whole city, benefit," Leal said.

A Home Depot representative urged the committee to add an amendment that would make the city responsible for operating the shelters.

"The Home Depot looks forward to continuing to work with you and other important stakeholders to develop an ordinance that

I think it's a great idea. That way, Immigration knows where to find them...

I saw a story blip on faux news about the "mexican community being upset that illegal immigrants were being bussed out of town"

Must find it, it was quite comical.

For some reason I imagine:

Illegal 1: Why is there a cargo net on the ground?
Illegal 2: I don't know. Why is there a crane connected to it?

Then the image of a balled up fishing net full of illegals hanging from the crane.

Hey...I've been a certified crane operator for most of my life...can I have that job? I'll give them a ride that will rival any of Disneyland's "E" ticket rides...:D

I think they're doing it already actually. Or it was tried a couple years ago. I seem to recall some backlash against Home Depot because they were talking about this.

What's the big deal. The illegals will be there regardless, urinating in public, standing out in the hot sun getting heat stroke.

Well the first thing that pops into my mind is that day laborers don't have to be illegal immigrants. Whether they usually are or not, the thread title is inaccurate...legal immigrants looking for day work could use these facilities just as easily.

But the second thing that occurs to me is that the illegals are going to be around looking for work anyways, why not make it somewhat less ghetto looking when they are? There are plenty of good ways to fight illegal immigration, but opposing this measure doesn't seem like one of them. Honestly, this mostly seems like a knee jerk reaction from the usual folks who get all pissed off about illegal immigration.

Sounds like a GOOD thing to me. Getting pissed about illegal immigration is the ONLY way we'll ever get anything done about it.

I don't care about the day laborers who are legal immigrants, but they rarely are.

The legals will use it. I would think that the illegals will still run and hide if the INS ever shows up.

And the INS should.

Home Depot will probably see the economic advantage of hiring the temps at minimum wage with no benefits and getting rid of their regular workers.

Welcome to the US year 2050, Hispanic majority electing Hispanic officials who pass ordinances, and laws in the best interest of the Hispanic screw everyone and everything else.

Never mind legal immigrants generally are not day labors they don't stand on street corners, they obtain legal jobs. Never mind that it is illegal to harbor/shelter illegal immigrants or hire illegal immigrants. Never mind the detriment to the taxpayer, or that they take jobs from Americans.

It is what is called "La Raza Unida" and you better get used to it.

And the INS should.

No "legals" should even be there;

I believe most legal immigrants from south of the border are either here on a H-1B Temporary Worker or TN (Treaty NAFTA) Temporary Worker visa.

Which requires either;

IMMIGRATION REGULATIONS

An H-1B temporary worker is sponsored by a particular employer and may only work for that employer. The employer must pay the Prevailing Wage for the position and have a certified Labor Condition Application in order to file a petition for H-1B status for an employee.

or

A TN temporary worker is sponsored by a particular employer and may only work for that employer. Only certain occupations are eligible for TN status, and only Canadian and Mexican citizens are eligible for TN status.

So if they are legal they should already have a job not be out on a street corner.

I don't think this is all that bad an idea. Those "centers" would help those legally seeking work and those wanting to hire legal workers.

The illegals would go there at their own peril, could be easily dimed on by the legals, and everyone would benefit, no?

If only illegals showed up, the INS could pop them all in one shot.

What's not to like here?

You know the IRS wouldn't go for that. No way to track the money made, and there are already plenty of "ManPower" types of agencies that can provide legal labor, complete with workman's comp insurance, so you (and your homeowner's insurance) aren't liable if they get hurt.

I believe you can be compensated up to a certain amount ($600 - $700) before your employer has to submit any paperwork.

Then, there is also the universal "independent contractor" dodge, where employees are re-classified as independent contractors.

ANYTHING that would provide a focused alternative to our epidemic of illegals is a start, no matter how imperfect, imho.

I got to admit it would be hilarious to see the LA City Council having a hissy fit if ICE were sweep those shelters on a routine basis.

Yes, they will be there anyway, I agree with that much. But why are we forcing private business to pay the costs associated with having a shelter, maintaining bathroom facilities (and you and bet your arse that there will eventually be a new story about how the bathrooms for day laborers aren't kept as clean as those for customers and then there will be uproar), and providing free water and tables/chairs?

Why is it a good idea to steal from a company by forcing them to pay for these accommodations? Wouldn't it be better to put it to a popular vote by asking for a special tax to allow the government to provide these shelters? Of course, a proposal including a new tax probably wouldn't pass, but it's very easy to get people to support forcing someone else to pay for it all...
