Weather is best handled by private companies who can efficiently seek rent from individuals and organizations that need the information. If you can't afford to pay for the forecast are you really contributing to society and would it matter if your shit or you were destroyed by a tornado or a hurricane?

I suspect the deal he made was that she will serve the remainder of Trump's term in a cushy prison and then her sentence will be pardoned/commuted at the end in exchange for her silence.
Obviously Trump's word is worthless but seems like a good deal for her. (of course it is a horrible deal for the victims/country/anyone with an interest in justice)
1) If Trump is going to have her killed now he most likely would have had her killed in the other prison too so to me that's kind of a wash.
2) Since this is a payment for her silence if Trump reneges then she can just talk so he has a strong incentive to hold up his part of the deal.
