The most salient issue in the midterms is overwhelmingly likely to be how median voters feel about the economy and to say this is not a good direction for the incumbent party would be pretty accurate. Looking at the fuzzy vids, I counted like maybe 8 people at the most, and what looked like bales, but it just could be the other (at least 3) people who were hunkered down in the boat, but all you could see was their backs.

What I did see was what appeared to be 7 or 8 men in a speed boat with four outboards heading towards the US with numerous bales or large bundles of suspected drugs in the rear. Then it went Boom.
