optiplex reboots instead of powering off

i installed winxp sp3 with a new wd hard drive on an old optiplex gx260. i works fine except that when i shut it down through windows it doesnt power down. instead it goes through the windows shutdown procedure and then immediately boots up again, as if i had told it to restart. it doesnt have this problem with linux. also sometimes when it goes throught the windows shutdown procedure a window with note briefly appears, but too quickly for me to read it. i removed sp3 and it still does this
 
Ive had seen this before with logictech keyboard software. but that was awhile ago. Turn off the Automatic Restart On Blue Screen - My Computer -> Properties -> Advanced Tab -> Startup and Recovery Settings Button and removed the checkmark beside the Automatically restart. This way it will blue screen on you and you can see if it points to anything
 
thanks for the reply. it looks like that is already unchecked. the computer isnt failing on shutdown so im not sure if it will ever give me anything
 
Have you tried to install any new updates, besides SP3? You could try rolling back to a previous state and see what's causing the desktop to "skip" the shutdown process.
 
yeah i did remove sp3 and it didnt make a difference. i noticed though that the on button on the computer causes it to reboot if pushed before windows even starts booting so i think it might be a bad switch or a defect in the machine rather than with windows, does that sound likely?
