I raised lots of rabbits with winters getting down to -20 at times. Rabbits stayed outside in elevated hutches and needed food and water and a small enclosed area to 'crowd' into and they are fine (2'x2'x8"). Main part of hutch had 1/2" hardware cloth floor and enclosed area was 3/4" plywood box. Careful letting them get too much green grass from under the snow though. It seems that they handle the cold but if they get gas, they die.
Well they've made it through two 20F nights so far. They don't seem to be much bothered. I tossed some extra pine shavings in the box for them last night, and made sure the water bottle was unfrozen and the food cup filled before I went to bed.
MY friend had some rabbits, they chewed through everything. I don't think any ideas that put electrified wires within reach of their mouths will end well.
