Brown noise is what you need. It is lower frequency than white noise. What I do is I have a 2.1 system in my bedroom. I put 1 speaker on each side of my bed and the subwoofer underneath the bed. I have them connected to an old CD player with this playing on repeat:

I sleep well every night and I have upstairs neighbors...

The reason I use a CD player is because I had an AC adapter for it, so I don't have to worry about battery life. Once I get my Raspberry Pi set up in there to stream music, I will have it take over this task as well.

Earmuffs? I love sleeping with them.

When... no one is around haha. Its the best sleep ever though.

I once managed to sleep though a firefight 20 feet from during an excercise in the army, I've never really had a problem with sleeping in noisy places.
