I do check out the optional updates before installing. Details reveal that this update is for Diagnostics Tracking Service in Windows. According to this website that I googled, The Diagnostics Tracking Service enables data collection about functional issues in Windows components.

Simply put, why would I want to install this optional update to Windows 7 SP1, and who benefits? As a rule, I don't opt to have applications automatically update or send out info if I can.

I am confused. Your link is for an Auto install service for a Windows 10 preview. I don't know if this is related to the feedback popups, but my guess is it is this or close since I get alerted for feedback when I perform certain functions. As this is a Preview OS, I find a service like this perfectly normal and expected.

The update you are talking about is for Windows 7 (your OS) here:

Thank you for replying. Sorry I confused you. The link does say Windows 10, but it is the best explanation of the optional update that I found. The thing is that I don't wish to give feedback on Windows 7. I am just trying to understand if there is something that would be beneficial to me by downloading and installing the update.
 
Anyone got some additional info on this patch? My google-fu turns up a few hits from dslreports and sevenforums but non of them seem particularly useful.
It's mostly conspiracy type stuff relating to Windows 10.
