Option for splitting and broadcasting HDMI over an IP network?

I'd like to buy a cheap TV to put in my partially finished basement so I can have something to watch while I work out, as I also plan to buy a weight set and what not. I have IPTV service and I would have to pay extra per month to get another receiver, even if I buy a 3rd party one and activate it, it still charged per month.

Instead, I would like to split the HDMI signal from upstairs and either do some kind of IP broadcast, or just a point to point through my ethernet network (I have spare jacks in the living room that go to my patch panel, downstairs TV would be patched there too). I understand that I'd lose ability to change the channel from downstairs.

What are my options if I want to do something like that? I'm guessing I'd ahve to first buy a HDMI splitter, so that the TV upstairs still gets a direct signal, then from the splitter, some kind of extender. Something IP based would be cool though, because I could then bring it up on any device, maybe something that uses DLNA or something. Is there such a thing?

Worse case scenario I might just get a second receiver, it's only like 5 bucks extra per month, but figured I'd look at my options first.

I played around with the idea of HDMI splitting for a while, I believe for upto 50ft you can just split with nothing else needed, any longer and you would been repeater. They are cheap though, lots of choices for 20 - 30 dollar price range.

With slingbox you can do over lan, but i have limited to no knowledge about it...

You can run HDMI through cat5/6 cable with the proper adapters, then you just need a HDMI splitter, monoprice.com has everything you need I believe.

You would also probably want a IR repeater + additional remote so that you can send remote control signals to the set top box that is in the other room (i.e. change channels, etc)...
