graphics cards have almost nil to do with how windows xp runs....512MB+ram is always good, and ovbiously, spyware isnt good at all. but if you run WinXP stock, with no tweaking changes, it will be a horrible mess. windows messenger, security center, error reporting, mic. startup apps, all unnessary crap that can easily be turned off. you sound like you need to read these guides.
We'll agree to disagree on the graphics card bit - try Intel Extreme on a machine with not enough memory (the graphics card contends with the rest of the system, sharing RAM), running a 1024x768 24 bit image. Run a few CPU tests while moving windows around with said graphics card. Ouch.
i know what you mean, same thing happens when i dont have any drivers installed for my 6800GT. but then again, i had a Riva TNT2 that ran windows great, no stuttering while moving the windows around. that was a 32MB card, and i ran windows at 12x10.
the guides mentioned do a pretty good job of being "noob proof". most of the tweaks cant harm your system, but there are a few that you should have a backround with and know what you are doing, so you dont "f" up your windows instalation.
Microsoft has to ship theyre OS in a fashion that is very scalable, and that has work on a large range of hardware out of the box. Most of the tweaks just trim the "fat" off of windows, disabling stuff that is unnessary. obviously, this varies person to person.

EDIT: i dont disagree with you on the subject of graphics cards, but all i am saying is that having one isnt NECESSARY. you can turn off the visual goodies, and that should improve windows performance quit a bit if you are using an older/crappy video card with low ram.
