Therefore, the Thermal Specification represents the maximum temperature for reliable operation of the processor.

As it was pointed out above, Pentium Ms were designed to run cool, but still run within hot enviroments due to poor cooling. Because of this Intel designed them to exceed the Thermal Specifications of any Pentium 4 processor by a good margin.
