Open source VPN client using L2TP for Windows?

Hi,

Are there any open source VPN clients that support L2TP/IPSec (either PSK or cert-based) for Windows XP/7? OpenVPN seems to support SSL/TLS only.

The built in Windows XP and 7 clients do L2TP/IPSec. PSK and Cert based.
