Open Source/Free Graphics Editor?

Are there any open source or otherwise free graphics editors around that allow some of the more advanced options that you see with photoshop and company? Specifically I want something that can adjust brightness/contrast levels in photos.
 
Maybe I'm showing my non-artist side, but brightness and contract seem pretty basic to me, and I know the Gimp can adjust them.
