The state Senate has approved legislation today that would make it a crime to openly carry an unloaded handgun in public.
Assembly Bill 144, by Assemblyman Anthony Portantino, D-La Cañada Flintridge, targets the "open carry" movement, marked by gatherings of people displaying their firearms in public places to protest gun-control laws.
The bill language contains a number of exceptions, including exemptions for peace officers, military gatherings, gun shows and hunting.




About time I say. There is no reason to open carry other than to intimidate those around you. Hope it passes the assembly soon and the governor can sign it into law.

Open carry is pretty moronic for most densely populated areas. Maybe it would fly in rural areas but this seems like sound policy state-wide too.
 
The legislature passed long gun registration today also. The same system that Canada just ditched because it was costing them a ton of money and not helping solve crimes. Idiots.

Open carry was the last way most law abiding citizens could defend themselves in CA, because we can't get CCW permits.

Sound policy? It disarms the law abiding citizens and makes them perfect victims for the hordes of gangbangers we have running around. And guess what? The gangbangers are going to carry guns anyway, regardless of what laws you put in place to restrict them.

The idea that someone would walk down the street with a gun in downtown San Francisco or Los Angeles is ridiculous. It would cause a panic. It's just not practical. If you want concealed then advocate for that.

And I'll add that in practice there's not a lot of situations where you could really have a gun with you. Almost all businesses would not allow you to have one on their premises. So really you're just cruising to show your firearm which is silly.

As the line from MiB goes, "A person is smart. People are dumb, panicky, dangerous animals." If people are going to panic, it will cause trouble for everyone regardless of how stupid they were to do so.

That said, the reasonable way to prevent the panic is to make open carry commonplace enough that the herd is familiar with it - not enact legislation.

Personally I find that allowing concealed carry and disallowing open carry for short guns would make a lot of sense. That way, when someone has a gun out and is not in the process of putting holes in a bad guy, you know something is up. I would favor allowing the open carry of long guns because that is very convenient for transport.

Why should a perfectly law abiding person walking down the street legally carrying a gun cause "panic"? It doesn't anywhere else, is there something wrong with the people in those cities? (we already know the answer by the way 😉 )

"It doesn't anywhere else"? I suspect you're wrong. Seeing a stranger walking about openly carrying a gun in any reasonably sized city is probably going to cause at least a few issues. I don't think it would cause a "panic" anywhere, but I doubt it would go unnoticed either. I suspect you'd get more or less the same reaction openly carrying a gun around a busy area in Dallas as you would in San Francisco.

Other than the obvious, and previously mentioned, problem of telling that someone is law-abiding just by looking at them; my experience hasn't suggested it's a remarkably brilliant idea to blindly trust the average person with anything more dangerous than string. Cars are used mostly from transportation, and yet irresponsible morons kill tens of thousands of people each year using their cars. Guns are specifically designed to kill people, and I'm not sure people who carry guns are a significant step up in intelligence or responsibility from the population as a whole.

Your argument, and the argument from the public carry gun crowd as a whole, seems to be that I should trust people who are carrying guns in whatever public place I'm in. My question is, why in the world should I?

I'm not saying I oppose public carrying of guns, but this idea that people should accept it with no reservations at all or that it's the normal thing to do seems ridiculous to me.

Just load the firearm and get around the law. No one should be carrying an unloaded firearm anyway.
