Online Webpage wizard - for my teachers

I'm a network admin of a school district that has a bunch of teachers who want web pages. I really don't have the time or desire to build pages for all of them. Is there and easy and hopefully free web based wizard that will do this?

build your own webpage wizard webinterface. just have a generic template for them all.

 
I don't know enough HTML to make an effective template that they could edit on the web. The teachers don't have any software available to them for editing a webpage so it needs to be fully web based.
