So I tried civ4 online. It works, moves seem slightly laggy (not as fast as 1 player) and the game is too slow online. I think Ill pass civ4 online. What about guild wars? Any newer RTS games that I might enjoy? I have a copy of Red Alert 2 that Im going to try online.

How about the original networked version of Civilization (aka CivNET), it is a ton of fun and still very popular; so finding an opponent should not be tough.

Haven't you played it before? It is similar to chess but with more dimensions.

Curious: Is Pakistan ever going to have a nuclear war with India, or am I going to have to keep reading about that forever?

(edited for grammar)

300 ms is about the best latency I've ever had in online gaming, and I play everything from FPS to MMORPGs. I don't think you have to make too many sacrifices; you just might not beat the < 50ms players in certain settings.

CSS is unplayable @ 300ms. Im too used to >35ms for CS :( LAN and local servers (where cheating is unbearable)

I can play Civ4 online (I played it the other day) but complicated turn-based games are boring online. (becuase they are slow and half the people won't complete a game).

Im seriously considering purchasing WOW. 200ms to the server should be fine I suspect. Are there any blizzard "english" servers based in Europe, Asia (inc HK?)

I am not positive but I believe the WoW Europe servers are partitioned into English/French/German, so you can play on one of the English servers. Not sure about Asia, there is Korea and China, not sure what else, but they are all in native language as far as I know. Oceania uses the US based servers.

200-300 ms latency should be fine, I play with a ~180 ms latency with occasional bad stretches of ~320ms and don't have much trouble at all.

My suggestion is ANYTHING except first person shooters.

Any RTS would work fine, any RPG would be OK. Anything turn-based would be great.

Flight sims and sports games would be right up there with FPS's. But not too many of them are played online anyways.

Tribes is still quite fun, and the Europeans have a better anti-cheat standard than remaining American servers. Plus it's free, and the netcode is about as good as it gets for HPB shooters :)
