Online bank that can be opened INSTANTLY???

So heres the deal, I received a payment in my secondary paypal email (to avoid fees being sent to my premier one).

I see here I cant access the $ unless I add a bank account.
My premier account has a bank account, what would happen if I put it on the second one also? heh I doubt that'll work.

My question is, Is there such bank that you can open online by simply confirming your personal info or something?
I wanna transfer the funds somewere and have access to it.

i have 2 paypal accounts, one is linked to my checking, the other to my savings. at the same bank.
call up the bank your with, maybe they can open up a savings acct over the phone.

none that i know of. Any good online bank would have some sort of verification period.
