Yes you can build something like this yourself. NovaStor makes software called NovaNet-WEB that's designed to let you have your own backup server.
 
sweet, this sales guy call me and was telling me that his notebook gets backup during lunch.. which is a cool idea, you have a client that sits on ur pc and when the time comes, it'll do a quick backup..
