A second hand 7700 costs around $200, and he will have 8 threads availableFor the cost of an i7 7700 one can buy i5 8500 and a new H370/Z370 board with good features. It would be pointless to invest in the old platform any further.

have to agree with this. Just logical I guess. But a brand new i5-8400 costs $180 and it has 6 cores, and a i3-8300 is $144. No shopping around, no warranty-less shenanigans. Even if you can't unload your old motherboard its only going to be like $20 extra outlay for new stuff versus used now that cheap 1151v2 boards are available. Investing more in kabylake at this point is simply a mistake IMO given how aggressively priced coffeelake is.
Use is multi tasking
- usually 60+ threads open in chrome, including some youtube, fb etc ....
- running mumu (android emulator) to play games.
- downloading stuffs
The PC does get sluggish with many chrome tabs open...
edit: mobo is non Z. So limited OC available...
