My neighbor has done this on occasion for years. Leaves his floodlights on all night. There are two of them and one points right at the west side of my house (i.e. into my bedroom and kitchen windows), and it's really annoying, even during the daytime. All night and into the days. In the past he's shut it off after a day usually, but a couple weeks ago he left it on for days. I'm not on terms with them, I've talked to them a few times, rebuilt the fence between us myself, paid for it. About 4 years ago I asked them if it was OK to remove a small plum tree that was growing just inside their side of the fence (it started from a windfall from my plum tree), because it was going to be a major problem in a few years and they said go ahead, remove it, which I did personally.Instead target the owners with passive-aggressive stuff like super-bright "security" spotlights that just by coincidence shine right on their bedroom windows for example.
Another nasty trick is to record the guys dogs when they're barking and then blast the sound over a hidden speaker all night long to see how they like it. (I know a person who actually did this)

I'm sure that would not be legal and could get you in trouble. I have that Nolo Press book on neighbor law. I'm sure they would not suggest that.Record it and play it on speakers conveniently pointed at his bedroom window. You suffer, then he doesn't get to enjoy a night of peace either.

My guess is that the problem is just incidentally dogs barking. The real issue is that you are feeling disrespected by someone and feel powerless to get even. Perhaps a deeper look at the issue might change your attitude as to what the resolution should be. Anyway, I am sorry to hear you are going through this.At what point is it ethical to go over and just take them?
