You are misinterpreting the answer. The typical "onboard" video is Intel's, and typically, a 1999 model TNT video card is better (actually has hardware T&L, which Intel doesn't usually include). Only nVIDIA Nforce and ATI Xpress (AMD) onboard video is potentially comparable to the lowest grades of old Radeon 9600, such as the 9600 SE. For the past three years, ATI chipsets have had the best video, and this year, they really raised the bar, so only the 2400 IGP beats a 9600 Pro (so far, TTBOMK, no Nforce IGP is quite so good).
