on ramp / off ramp speeds - suggestions or limits?

Something I've been wondering for a while. Are the yellow on/off ramp signs a speed limit (ie, you can get a ticket for going 60 in a 45 offramp) or a suggestion?

I'm sure you could get a ticket, but I don't think they monitor. Generally, the speed limits on the off ramps feel about right.

Here the rule is white signs are speed limits, and yellow signs are speed suggestions. You can go faster and not get a ticket, but it depends on the conditions. A cop could nail you if he feels you were going too fast for the conditions at that time.
