My friend peiced together a new computer and there were some broken parts, so he shipped them back and put his old hardware back into his case and fired up. The power goes on for 1 second and then immediatley shuts off.

We tried different power supplies, different CPUs, different video cards, different ram, and a lot of configurations and re-doing everything.

Any suggestions?
 
Hooked the PC Speaker up correctly (even tried another) and there are no beeps. Tried different outlets, different UPS units (like the one I"m using now), and the other computer in the house works fine. It seems like I've had this problem before...but I can't remember what the cause of it was.
 
Also, since you guys have a couple of systems, you could try testing his original parts one by one in other systems.
Also, when you assemble the system, have only cpu, gfx card, hdd, one stick of ram, mouse and keyboard plugged in. See if that happens again.
 
If nothing else works, check your mobo. Perhaps some tiny part broke off or something. Try to test motherboard with parts that you know are in good working condition. If it does not help, RMA motherboard, if it's not too late.

I really have no idea. Motherboards tend to be picky about where they are situated. I am guessing there was a short somewhere because we weren't even making it to bios.
