Has anyone ever had a charm that WORKS?

I haven't, so where the hell does this saying came from?

It's like if you're being chased by a bear or something, and someone yells at you to run like you've never run before, wouldn't you actually want to run like you run all the time?

Maybe it means that you can't prove that it works, it just seems to.

Probably comes from the old days when people still believed in love charms and things of that nature.
