I think the last time I saw prices like that was when I went to UPS to see how much it was to ship a bag from CA to NY. They quoted me roughly the same prices.

yeah and? People have a choice if they want to buy from him or not. If he can get away with some sucker buying it and paying that shipping more power to him.

There's been many much worse than that. Like people that charge $.01 for an item, + $100 shipping. For a Diablo character.
