Old Pentium 3 CPU fan spins but no post.

Greetings, I've had an old HP Pentium 3 machine in storage for a couple years, I took it out with the intention of installing a lightweight linux distro and doing something with it.

The problem is that when I hook the PC to the power outlet the CPU fan starts spinning (without me even pushing the power button) but there's no video, no post and the only way to turn it off is to unplug it.

What gives?
 
maybe a case sw sticking, make notes and disconnect the front panel switch, then short the two power-on pins to start or shutdown
