As countless numbers of other people have said, that will run Windows 7 just fine. Core 2 Duo is still very capable for the vast majority of peoples needs and with another gig of RAM he will be good to go.

I've got a laptop with a single core AMD Sempron and 2gb of ram and it runs just fine for basic tasks. You shouldn't have an issues.
 
Windows 8 will likely run better than Win 7 (8 has been designed from the start to run on lower power tablets, etc), get 32 bit version for either one as it is a bit lighter for that amount of ram.
