Old iPhones, can they still download apps?

I know people who have iphones that are no longer in use. Can I use them on home wireless to download apps? There are several apps my company uses that are only avail for iphone / android and not for PC's.

I would want to purchase an old one just for this if it would work.

Lastly can the iphone 3 run all the new apps, or do I need to find a 4.

Yes, and you need a 4 at least.

Exactly. The 3GS may get left behind with the next iOS refresh.

I upgraded to a 5 two months ago. While it is noticeably faster than my 4 was running iOS 6, I certainly didn't find the 4 unusable.
