Old dell laptop, can I use the Win XP COA on a new build?

Hey,

Can I use the win XP COA on my old non working laptop for a new desktop build? If not, where's the cheapest place to get a legit Win XP software?
 
That wouldn't be legit to re-use it, since it's OEM and is supposed to live & die with that lappie. I'd go with someplace safe like Newegg, ZZF or Mwave for a new one so you don't get ripped off by shady operations.
