Old computer problem - verticle moving lines

I have an old pc that i wanted to use a media network computer. just to strean video and music from my PC to my tv. My old computer has these horizontal lines moving from the top to the bottom... they look like slow moving refresh lines. It not my video card because i tried the VC and then the onboard video... any other suggestions? seems like power maybe?

Maybe its the monitor. This pc could be used as a file sharing pc and thats about it.

thats all i want to use it for... Its not the monitor either... i hooked it to my DLP via vga cable, and to an old monitor, same problem.

you try reformat? If it's not the gfx card, and not the monitor, there's not much else it can be.
