I have been wondering exactly how they were going to implement the lock. it seems they actually physically removed the Pins.
The motherboard is now unable to assert control over the multiplier.
Don't fret too much. All you need now is a conductive pen and a swiss army knife.
You need to short out certain resistors on the side of the L1 pins in order to override the locked multiplier. This requires either souldering or a conductive pen. I don't think Pencil will work here, but it might be worth a try...
