the man with the beer is a boxer, and the striped guy is the referree. The boxer is wearing sunglasses to cover his bruised face, and the beer tastes flat because
a) his nose is smashed or broken and his sense of taste is compromised, and
b) one of his eyes is swollen shut, reducing his depth perception - beer tastes 'flat'

I GOT IT!!!!

Son of a N00b was bet $200 that he could never come up with the answer to a riddle. After realizing that he was unable to come up with the answer and not wanting to lose $200, he makes a valiant plea in the form of a contest to the ATOT community where he is waiting for the answer to come in so he can win the $200 and pay us a tiny portion for giving him the answer.

walk into a bar
Userful. Advises that the 2 people walked into an establishment that serves alcohol OR advises that 2 people colided with a cylindrical object on accidet (like a sign post or bars on a window in a jail). This could even be stating that they colided with an establishment that serves alcohol.

on a sunny sunday in august
NOT USEFULL Complete fluff information to side track you. The weather, day of the week and month of the year have nothing to do with the 2 people, the "bar", or anything after this statement.

one sits down, the other stands
Possibly useful information. Have to decide if this is descriptive information or a verb. Was one sitting and one stading at the time or did one sit down as the other stood up?

the guy sitting is wearing a striped suit
Possibly useful information. Have to decide if striped suit states that the person that is sitting is wearing a suit that is reflective of his situation/occupation or if this is fluff information.

the other has on sunglasses
I'd bundle this with NOT USEFULL.

the one who stands has a beer
Useful. Gives you information that says one person (the one who stands) has a beer.

that he ordered a moment ago
Possibly useful information. The only problem with the term "a moment ago" is that the term "Moment" is defined as A brief, indefinite interval of time. That makes this statement too vague to be usefull. A moment ago could have been 200 years ago.

but it tastes flat
Useful information. Description of the perceived state of the beer leading to the puzzling question.

and trying it from someone elses prespective is definately helpful like someone did...just not the peoples in the story...oops mighta given too much

Here's what I think:

This occurred during the prohibition and the guys are in a "speak-easy." During this time of limited alcohol availability, much of the beer was made by inexperienced brewers.

Since the equipment was not available to them for properly measuring sugar levels, most beer did not ferment fully, among other things, a lack of carbonation.

Am I correct?

I got it. Harry S. Truman is the man in the striped suit. General MacArthur is wearing the sunglasses. The reason the beer is flat because it is the sake, rice beer, which lacks carbonation, as has been said before. Japan was just defeated.

How about this:

They're in Japan in mid August, 1945. The guy in stripes is sitting because he's Japanese and he just unconditionally surrendered, the guy standing is American and he's wearing sunglasses since we dropped the atomic bombs. The beer is flat because they're drinking Sake.
