Right now seems like the worst time to be upgrading anything. We have dx10 and vista to deal with as well as needing new hardware to support it. All the first gen hardware and software are coming out. (which is most likely over-priced and buggy) (remember the gforce fx series cards which where suppose to fully support pixel shader 2.0?)
I think it would be best to wait until the second quarter of next year so that the dust can settle. Better motherboards will be available and drivers will be fine-tuned. And when is intel going to go 64-bit by the way? This intel/amd split between 32 and 64-bit seems like it's going to make it difficult for software/game developers to have to write software to support both. It seems like everything should just go 64 now. Of course by the time I get my newest (probably 32 bit) machine built next year it will all happen.
