Ok so two of my friends were out side a mall

So to of my good friends were out side a mall after watching a movie here in Duluth, Ga.
They are Matt (driver) and Taylor (passenger)

So I had sent a text message to Taylor about an hour ago and she was calling me back while sitting and listing to music (coldplay) in the parking lot of the mall for about 15ish minutes. When a cop starts looking into the car, at this point Matt steps out of the car and ask's him if he needed something, the cop then asks to see his license asks him and Taylor about were they live and what their ages are ( Taylor 17 Matt 18) and normal info. Then he puts in numbers off of Matt's license into his laptop and starts saying stuff like "Your 18 and you've lost you f*** CLC certification" "How many speeding tickets do you have?" Which Matt has 1 speeding violation... after about 15 mins of conversation he let them go...

Question is what is a CLC certification?
What should a person do in this situation?

They just got out of a Movie and were in the car 10 minutes I think that is normal, I spend about 15 - 30 minutes after a movie with a date and never been questioned ....

While Matt was talking to the cop Taylor was still on the phone and the cop said to Matt "There are better places to get to 2nd base..."

Edit 3:
They were in the bottom level of a parking garage which the level was approx 50% full

What is a cop doing in a parking deck? Should that not be up to the Mall police ?

This was his mistake ... always wait for a cop to approach you & ask for information ... for all you know he would have driven away without saying anything if your buddy had just stayed in the car.

Also it does sound like the cop was fvcking with him.

From what I understand. Ask for the cop's supervisor, take a badge # and name, get all the information you can before getting ass raped.

On a more serious note, why the fuck would you hang out in a mall parking lot after close to watch a dvd in a car. C'mon either find a better place to fuck or get a damn TV.
