I had a couple early to late 80's vehicles and they always fought getting gassed up. I believe it was because the breather from the gas tank is too small to handle how fast the gas is going in. Turbulance makes matters worse.
If you pull the nozzle back a bit it helps. Be careful to listen for the tank to be full. You'll notice the rising pitch.
I wore a lot of gas when I worked at a gas station in '83 or '84 (high school). Piss poor engineering was rampant in those days.

And why can't you try the obvious of get a good flashlight, shine it into the hole, and look to see what is blocking it?

Are you sure that you are pushing the leaded fuel restrictor in. Its a little flap that is/was used to keep people from putting leaded gas in an unleaded car. Sounds like it is giving you a hard time as you are not able to insert the nozzle all the way.

Can you see the restrictor? Can you push it all the way open with the screw driver?

If that doesn't help, turn the nozzle upside down. I've run into that problem on old service trucks. If inserted normally, it shuts off almost instantly. Turning the nozzle upside down and no problem. Just have to stand there and hold it. Not really sure why it worked, but it did.
