Ok I give up!! See if you can figure it out?

Windows 98,computer starts up fine but after things start loading in task bar,all the task bar icons disappear.Then I cant click on anything on the quick launch bar.The start button wont work either.The start button has the dotted lines around it like its being pressed all the time.
The PC is a hewlett packard( not mine but a friends) And has 128mb of memory and a 20 gig HDD.
I am so tired of Fing with it I dont know what else to do but a reformat?
Thanks if you can help.Just looking for some answers before I reformat it.

Oh and Any of the icons on the desktop work and will open the programs.Also IE work also.I can get on the net just fine.

HP, might as well format it. Its the easy way out but sounds like the best solution here.
