No, I wouldn't imagine they yanked it off. But some cats can be difficult when they are uncomfortable and I'd think they'd want to avoid having the cat squirming around while they're working underneath the tape with a sharp object.

I'm not a fan of animals and I have a strong distaste for cats, but senseless abuse like this is stupid at the least and appalling overall.

The perpetrator(s) ought to be wrapped in duct tape and left on some train tracks. If he/she can get away, fine, if not, oh well.
