So I've been rubbing the underside of my lower leg for a few days now and noticed it felt a little ruff. So I just looked at and I noticed that it has been shaved in a shoddy way and starting to grow back. It's in a place where you wouldn't notice it so I have no idea when/how it got like this. I've never shaved my legs before.

I think son that your entering a new stage in your life. It's called puberty boy, its when you grow lots of hair in random places. You will begin to noice little hairs growing where your wee wee is, it may look strange and you might want to shave it off but you shouldnt and its perfectly normal. Sometimes kids dont have very hairy parents, for non hairy friends the hair grows where your wee wee and where your arm pits are. For people who are extra hairy, it grows in all sorts of places, neck, back, legs, arms, toes etc. You my friend are in the extra hairy category and its perfectly fine.
 
Have you been wearing tight pants around there or something? It could be rubbing the hair out and now its just growing back.
I know I have patches of skin on my thighs that are pretty hairless from putting my hands in my pockets.
 
Remember when I asked you to smell a rag and then you woke up 2000 miles away from home in some random motel? If not, good because it never happened.
