Thinking about doing option 2. Spent about 40 days outside the US... and from what I heard the calculation would make it worth it to do number 2 over just taking the 25 dollars.

wait, so I am going to Europe in 2 weeks, I will be for sure using my Credit Card and they do indeed charge these fees....I called to ask. I am apart of this?!

I read the article, dates are somewhat limited (February 1, 1996 and November 8, 2006.)
