I own a small webpage and I made about $15000 this year. All the payments I received had no tax deducted from it.
I deducted many many things on my tax filing this year and total that I owed was about $1500 for tax...

Is it normal to pay only 10% of income for tax?
Is it too low?
 
How can we know if it's too low?

If you have legitimate deductions, you don't have anything to worry about even if you do get audited.

if you only made 15K for the whole year paying 1.5K may be too much. if you are in a higher tax bracket you should talk to an accountant.
