I'm pretty sure that Winamp 5 has built-in support for OGG files. Mine has an in_vorbis.dll plugin.
 
Well if Winamp lite sucks like that and you can't just copy a .dll to the right folder or something like that, then foobar or VLC will work just fine.

Most everything can play ogg files because of the open source nature of the codecs, which is easier because you just incorporate the functionality, you don't owe anybody royalty payments. Hell even games use ogg files nowadays, both Doom3 and Ut2004 I know use Ogg for media files, there are probably others.
