I actually had a similar idea a couple years ago except it's more like an electronic marking system. Ok, it gets kinda "out there", but it seemed logical as I was more than half-asleep

The premise is that all cars are equipped with a marking system (and can be marked). Somebody drives poorly near you, you can "mark" them. Now I'm sure that people are going to mark you because of their mistakes, not knowing that you've done nothing wrong, but that doesn't need to be a problem. After somebody has a bunch of marks, it's proven beyond the shadow of a doubt that the person has made some true mistakes, and their car begins to glow pink or something. Until they get a ticket or save small children from a burning building or the like then the aura fades or goes away. (Told ya it was "out there")
Another one of my thought-rambles while half-asleep: A "tivo" for cars. Put an array of sensors, low-quality cameras and instruments in all cars. Then you've got sensors along the side of the road, at stoplights, etc.
at a stoplight: Light is turning red and it sends a signal to your car, your car determines whether or not you can stop in time. You run it? You automatically pay. I don't have a problem with cameras at stop lights, so long as they are dead-on accurate.
Accidents, collisions. The car records things like velocity, distance from lines, curbs and other vehicles as well as a continuous loop of the last 10-20 seconds of video from different perspectives around the car. The combination of data from several different vehicles gives a ton more proof as to what caused an incident.
Freeway driving: Car keeps track of adaptive safe following distance given the condition of the road and speed of traffic. If there's an accident up ahead, the local side-of-the-road transmitters immediately broadcast a warning and help divert traffic.
